The City of Vancouver is exploring regulatory measures designed to help transition large existing buildings to a low carbon and resilient future. In 2022, Vancouver City Council approved the Annual Carbon Pollution Limits for Existing Large Commercial & Multifamily Buildings report, which requires building owners of existing large commercial and multi-family buildings to measure and report annual energy usage and GHG emissions.
Starting in 2026, the largest commercial and retail buildings will be subject to annual GHG intensity limits. City Council has directed staff to explore additional measures that would be needed to achieve the City’s 2030 and 2050 GHG reduction targets, including the expansion of GHG intensity limits to additional building types, as well as the regulation of equipment efficiency.
