Federal Budget 2024: Highlights
|
The federal government unveiled its 2024 budget on Tuesday, April 16th, pledging 52 billion dollars to build more homes, expand childcare, and grow the country’s artificial intelligence capacity. Budget 2024 takes bold action to build 3.87 million homes by 2031 by building more homes, making it easier to rent or own a home, and helping Canadians who can’t afford a home. Also, the plan includes $90 million for the Apprenticeship Service, $10 million for Skilled Trades Awareness and Readiness Program and $50 million in the Foreign Credential Recognition Program. Budget 2024 includes new measures to accelerate job growth in Canada’s AI sector, boost productivity by helping businesses develop and adopt AI responsibly. The additional spending is offset by new revenue streams such as increasing the taxable portion of capital gains over $250,000, however, the federal deficit for 2023/2024 is set to balloon at 40.1 billion.

Volunteer to serve on a CBHCC code development committee
|
The Canadian Board for Harmonized Construction Codes (CBHCC) is seeking volunteers to serve on code development committees for the 2030 code cycle. This is your opportunity to be a part of the code development process as your feedback and participation is key.
Code development for the 2030 Codes will include topics such as accessibility, climate change mitigation and adaptation, alterations to existing buildings, housing supply, harmonization of code requirements, performance-based solutions, and other targeted topics and maintenance tasks.
The deadline for applications is May 6th, 2024.

BC Building Code: New Mass Timber Provisions and Technical Bulletins
|
On April 10th, revisions to the BC Building Code 2024 were published. The following changes are now in effect:
- Enable taller EMTC buildings, up to 18 storeys for residential and office buildings from the previous 12-storey limit,
- Add new EMTC building types – including schools, community centres, care facilities, retail, and light- and medium-hazard industrial in addition to residential and office buildings, and
- Change encapsulation requirements, allowing for more mass timber to be exposed depending on a building’s height and use.

ECCC wants to hear your feedback on the Ozone-depleting Substances and Halocarbon Alternatives Regulations (ODSHAR)
|
ECCC is in the process of examining the ODSHAR to assess its efficiency and performance. The goal of this exercise is to evaluate how the ODSHAR is effectively controlling hydrofluorocarbons (HFCs), ozone-depleting substances, as well as products containing them. ECCC is advancing the regulatory review of the ODSHAR that was initially planned in the 2027-2028 Regulatory stock review plan.
The Halocarbons Management Team will be looking at specific aspects of the ODSHAR which may include: - Assessing the implementation of the phase-down of HFCs, including reclaimed HFCs
- Impact of new and developing technologies regarding controls on products containing HFCs
- Comparison to regulations in other jurisdictions
- Administrative improvements such as reporting, permit applications, terminology, etc.
As the next step, ECCC is preparing a consultation document, expected in May or June 2024, to guide stakeholders on how to provide comments during the regulatory review. The consultation period is expected to last 30 days and will serve to gather information that will help to assess the performance of the ODSHAR, including proposed recommendations. For any questions on the ODSHAR or ECCC’s stock review process, email halocarbures-halocarbons@ec.gc.ca. Submit your suggestions and contact information by April 26, 2024.
